| Planning and harmonization of interests in hierarchically organized systems |

Rezime Problem of managing, in the broadest sense, can be defined as objective choice and undertaking of the activities for its achievement. Optimization programs successfully help the decision-making subjects in defining the objective, but its achievement depends on the efficiency of organization and hierarchical motivation for its achievement. Namely, the choice and achievement of the common optimum always assumes the change of the existing state, with different effects on the economic position of the parts belonging to the same system. That means, that for the efficient realization of the set task, it is necessary to previously establish new relations between the parts in the system and in that way to provide motivation for the achievement of the chosen objective, i.e. defined task. The meaning and purpose of this paper is to explore, within the same optimization program, the possibilities of its expanding, with the task not only to choose the common optimum, but in the same solution, to establish the appropriate balance between the parts of the system in relation to that optimum.
